Requires all individual and group health insurance policies issued or renewed in Hawaii after January 1, 2016, to provide coverage for diagnosis and treatment of autism in individuals under age 14.

Establishes a maximum annual benefit of $25,000 for applied behavioral analysis services for children ages 13 and under, with this limit not applying to other covered autism treatments.

Excludes coverage for custodial care, non-clinically appropriate services, family-provided services, experimental treatments, and services provided outside Hawaii.

Requires autism service providers to be licensed by state licensure boards or, if unavailable, certified by the Behavior Analyst Certification Board, Inc., with criminal background checks required.

Applies to health insurance policies, hospital and medical service plans, and health maintenance organization contracts, but excludes disability, accident-only, Medicare supplement, dental-only, and vision-only policies.
