Establishes mandatory disclosure and notification requirements for schools and child care facilities using pesticides outdoors, including 24-hour advance notice to parents/guardians, public warning signs, and annual reporting to the department beginning July 1, 2016.

Requires commercial agricultural entities using pesticides in excess of specified thresholds to provide 24-hour advance written notification to nearby residential properties and sensitive areas, post warning signs, and submit annual public reports to the department.

Prohibits outdoor pesticide applications within specified buffer zones of sensitive areas including schools, hospitals, child care facilities, religious sites, shorelines, watersheds, and bodies of water.

Restricts outdoor pesticide applications when wind speed exceeds specified miles per hour and requires applicators to use GPS or other methods to verify application sites and follow site maps showing buffer zones.

Allows single-use exemptions from buffer zone prohibitions if the department determines a pest situation poses immediate threat to human health and environment with no viable alternatives.
