Amends HRS § 386-80 to require that impartial physicians appointed by the director of labor and industrial relations to examine injured employees must have a specialty appropriate for the specific injury being examined.

Appropriates funds from general revenues for fiscal year 2015-2016 to cover examination fees paid to duly qualified physicians conducting these impartial examinations.

Specifies that the appropriated funds shall be expended by the department of labor and industrial relations for the purposes of this Act.

Takes effect on January 7, 2059.
