Modifies fee structure by removing the 2.175% inpatient fee rate specification and adjusting outpatient revenue exemption threshold from $45,000,000 to $50,000,000

Adds upper payment limit payments for level 2 trauma centers and specialty children's hospitals exempt from both inpatient and outpatient assessments

Appropriates $50,000,000 from the hospital sustainability program special fund for fiscal year 2015-2016 for uncompensated care and upper payment limit payments to private hospitals
