Establishes a seven-member narcotics advisory committee within the Department of Health, composed of four physicians, two advanced practice registered nurses, and one registered pharmacist, all appointed by the governor for four-year terms.

Committee members shall serve without compensation but receive reimbursement for actual and travel expenses incurred in performing their duties.

Directs the committee to recommend acceptable continuing medical education program topics and curriculum to the department's narcotics enforcement division.

Requires prescribing practitioners who prescribe narcotic drugs to earn four credits every two-year cycle in a mandatory continuing medical education program to maintain their state controlled substance registration certificate.

Effective date of July 1, 2015.
