Amends Hawaii Revised Statutes Section 302A-251 to clarify the implementation schedule and calculation method for minimum school days and student hours in public schools.

Requires all public elementary schools to implement 915 student hours annually beginning with the 2012-2013 school year.

Requires all public secondary schools to implement 990 student hours for the 2015-2016 school year.

Establishes that beginning with the 2016-2017 school year, all public schools must implement a 180-day school year with 1,080 student hours for both elementary and secondary grades.

Redefines "student hours" to be inclusive of the full school day in alignment with the State's general learner outcomes, rather than limiting it to instructional time excluding lunch, recess, and passing periods.
