Consolidates start-up and conversion charter school establishment procedures into a single section (302D-13) by repealing the separate conversion charter school section (302D-14).

Defines "applicant governing board" as the initial governing board established to submit a charter application and exempts it from conflict-of-interest restrictions that apply to operational governing boards.

Allows nonprofit organizations to operate conversion charter schools with their board of directors serving as the governing board, subject to bylaws addressing conflicts of interest and experience requirements in school management.

Requires conversion charter school applications to include majority approval from existing school administrative, support, teaching personnel, and parents; authorizer considers stakeholder support balance as a key approval factor.

Modifies charter application process to include request for proposals, in-person interviews with applicant boards, public forums for input, and approval decisions in public meetings.
