Requires state departments to give reasonable consideration to making vacant or closed facilities available to public charter schools and early learning programs before repurposing them for other uses.

Mandates each department inventory suitable unused facilities and notify the Department of Accounting and General Services, Department of Education, Public Charter School Commission, and Executive Office on Early Learning of availability.

Prioritizes facilities on sites with sufficient space for three or more classrooms for allocation to charter schools and early learning programs.

Grants the Department of Accounting and General Services, in consultation with the Department of Education, final authority to determine which charter schools or pre-plus programs may occupy the available facilities.

Addresses long-standing charter school facilities funding concerns by creating a framework to provide access to state-owned facilities rather than requiring charter schools to fund facilities from operational budgets.
