Establishes a new collective bargaining structure for Hawaii charter schools separate from the Department of Education's non-charter schools.

Defines "charter school representatives" as two people elected by majority vote of charter school governing boards to serve as the employer in collective bargaining negotiations.

Modifies Section 89-6 to create a separate voting structure for bargaining units (4), (5), and (6) on charter school matters, with the governor having three votes, the board of education having one vote, and the two charter school representatives each having one vote.

Allows charter school employees and governing boards greater voice and participation in employment matters including costs, work conditions, hours, and employment qualifications.

Takes effect upon approval.
