Requires the Department of Education and Department of Health to jointly establish an interagency working group to develop a comprehensive school-based health program.

Working group must address school health infrastructure, public health nurse partnerships, medication administration training, epinephrine auto-injector authorization, diabetes care provision, expansion of health care workers in schools, federal funding maximization, personnel issues, and cost estimates.

Working group membership includes superintendents, health director, human services director, University of Hawaii nursing dean, legislative committee chairs from education and health, healthcare industry representatives, and a parent representative selected by the governor.

Working group must submit interim report by twenty days before the 2016 legislative session and final report by twenty days before the 2017 legislative session, including findings on program infrastructure and sustainability plans.

Appropriates general revenue funds for the working group's operations for fiscal year 2015-2016; working group ceases to exist on December 31, 2016.
