Adds new provision to Chapter 302L allowing the executive office on early learning to use and expend federal funds for early childhood education purposes.

Adds identical definition of "early childhood education" to Chapter 302A and repeals the existing definition of "early education" that covered birth to eight years of age.

Removes reference to "early education" from Section 302A-1401 regarding federal fund administration, transferring those responsibilities to the executive office on early learning.

Changes terminology in Section 302A-1128 from "early education" to "early childhood education" and updates Section 302L-1.5 to specify director qualifications regarding "early childhood education" experience.
