Establishes a $5,000 annual bonus for public school teachers who maintain current national board certification.

Provides $1,500 upon completing all components of the National Board for Professional Teaching Standards certification program and reimburses the remainder of the application fee upon achievement.

Authorizes an additional $5,000 annual bonus for nationally board-certified teachers working at schools designated as focus, priority, superintendent's zone schools, schools with high turnover rates, or hard-to-fill schools.

Creates an additional $5,000 annual bonus for teachers who maintain certification and continue teaching at the same school after it loses its qualifying designation, lasting until the end of their ten-year certification or until they leave the school.

Applies retroactively to bonuses for the 2014 calendar year, with payment made during 2015 in addition to any other eligible bonuses.
