HI SB857

Extends the Department of Education's exemption from comptroller preaudit requirements until June 30, 2020 (previously set to expire June 30, 2015).

Allows the Department of Education to preaudit proposed payments of $10,000 or more and sample at least 5% of payments under $10,000, rather than having all payments reviewed by the state comptroller.

Maintains the Department of Education's fiscal autonomy to make disbursements from funds released by the comptroller for operating expenses without individual payment approvals.

Updates related provisions in Act 58 (2004), Act 124 (2010), and Act 161 (2010) to reflect the extended June 30, 2020 expiration date for the preaudit exemptions.

Takes effect on June 29, 2015.
