Establishes a five-year evidence-based physical-activity and nutritional-education pilot program within the A+ afterschool program for Hawaii public elementary schools, running through June 30, 2020.

Requires pilot program funding within the A+ program budget to cover training for coordinators and group leaders, playground equipment, nutritional tools, data collection, and program evaluation.

Designates an independently-contracted private entity to manage training, data collection, and equipment replenishment under department of education supervision.

Authorizes the department of education to establish participation fees within A+ programs sufficient to maintain the pilot program and permits supplemental funding from public and private sources.

Appropriates unspecified general revenue funds for fiscal years 2015-2016 and 2016-2017 for the pilot program and for department of human services to pay A+ program fees for eligible temporary assistance for needy families recipients.
