Appropriates $1,000,000 for fiscal year 2015-2016 and $1,000,000 for fiscal year 2016-2017 from the after-school plus program revolving fund to support the A+ program.

Funds shall be used to enhance program content, develop professional development training for staff, establish an evaluation system, and reduce tuition burden on families.

Requires the Department of Education to submit a report by 20 days before the 2016 legislative session on efforts to address minimum wage impacts and proposals to assist families with tuition costs, including income-based fee structures.

Recognizes that over 20,000 elementary school children are enrolled in the A+ program across 180+ schools and that operating costs will increase due to minimum wage implementation.

Effective July 1, 2050.
