Removes the word "sole" from liquor commission jurisdiction, allowing commissions to exercise authority over liquor licensing and regulation within their counties without exclusive jurisdiction.

Adds a new power allowing county liquor commissions to prescribe rules and regulations on dancing in establishments licensed to sell liquor for on-premises consumption.

Requires each county liquor commission that regulates dancing to adopt or amend rules no later than October 1, 2015, including a definition of the term "dancing."

Makes technical grammatical corrections throughout Section 281-17, Hawaii Revised Statutes, including changing "licenses" to "license," "which" to "that," and updating punctuation and phrasing.

Takes effect upon approval, with amendments to Section 281-17(a) surviving the scheduled reenactment of that section on May 5, 2017.
