Authorizes the director of transportation to grant reciprocal licensing privileges to persons 18 years or older who hold valid licenses from other countries or states, provided those jurisdictions verify licenses, grant reciprocal waivers to Hawaii drivers, and maintain licensing standards substantially corresponding to Hawaii's standards.

Allows the examiner of drivers to waive the driving demonstration requirement for applicants with valid licenses from jurisdictions granted reciprocal licensing privileges, limiting this to category 3 vehicles (standard passenger vehicles).

Requires the director to publish and maintain a list on the department's website identifying countries and jurisdictions granted reciprocal privileges, and to transmit this list to courts, prosecuting attorneys, and police chiefs.

Permits the director to require applicants to provide English or Hawaiian translations of foreign licenses and supporting documents.

Repeals section 286-11, Hawaii Revised Statutes, which established the driver's license reciprocity committee, replacing it with streamlined director authority to grant reciprocity without committee review.

Effective date: July 1, 2015.
