Amends the definition of "historic property" to exclude fifty-year-old privately owned single-family residences unless they are listed on the Hawaii register of historic places, nominated for listing, or located in a historic district.

Requires the state historic preservation division to conduct a survey identifying potential historic districts and single-family residences eligible for listing on the Hawaii register of historic places.

Requires the state historic preservation division to notify property owners of their property's potential eligibility for listing on the Hawaii register of historic places.

Requires the state historic preservation division to submit a report to the legislature no later than twenty days before the 2018 regular session detailing the survey results, including number of properties examined and owners contacted.

Effective July 1, 2050, with automatic repeal on December 31, 2018, returning the historic property definition to its previous form.
