Authorizes counties to approve installation and use of composting toilets in areas without access to municipal wastewater systems.

Defines "composting toilet" as a toilet using no water or very little water and using natural processes to treat waste.

Adds composting toilet authority to county regulation of individual wastewater systems and private wastewater treatment works under Hawaii Revised Statutes Section 27-21.6.

Addresses sewage challenges in areas with geographic obstacles, such as Kaloko-Honokohau National Historic Park, where traditional flush and septic systems are unsuitable due to proximity to ocean, hard volcanic rock, and high groundwater levels.

Takes effect upon approval.
