Establishes a civil violation with a $100 fine for intentional or knowing possession of one ounce or less of marijuana instead of criminal charges.

Amends the offense of promoting a detrimental drug in the third degree to apply only to possession of more than one ounce of marijuana, removing the previous prohibition on any amount.

Deposits civil fines collected from marijuana possession violations into the state general fund.

Does not affect rights, duties, penalties, or proceedings that existed before the effective date of the act.

Effective January 7, 2059.
