Authorizes the issuance of general obligation bonds for fiscal year 2015-2016 to establish secure broadband cable landing sites and complete necessary environmental impact statements.

Designates the Department of Business, Economic Development, and Tourism, delegated through the High Technology Development Corporation, to expend the appropriated funds.

Declares that high-speed broadband services are essential infrastructure for supporting education, health, public safety, economic development, and e-government in Hawaii.

Supports public-private partnerships for the Hawaii broadband initiative, with the State providing secure cable landing sites while private sector and academic organizations develop trans-Pacific cable infrastructure.

Appropriated funds shall not lapse at the end of the fiscal biennium, but any unencumbered moneys as of June 30, 2018 shall lapse on that date.
