Authorizes limited revenue-generating activities on Kahoolawe island reserve as permitted by the Kahoolawe Island Reserve Commission to support rehabilitation, environmental restoration, and other purposes consistent with state law.

Amends Hawaii Revised Statutes section 6K-3 to add revenue-generating activities as an allowed use of the island reserve while maintaining the prohibition on commercial uses except as authorized.

Establishes that moneys generated from permitted revenue activities shall be deposited into the Kahoolawe Rehabilitation Trust Fund for use in fulfilling chapter purposes.

Requires the Kahoolawe Island Reserve Commission to submit a financial self-sufficiency and sustainability plan to the legislature no later than twenty days before the 2016 regular session.

Appropriates funds from general revenues for fiscal year 2015-2016 for management, restoration, and preservation of the Kahoolawe island reserve, with the amount left blank in the bill text.
