Authorizes the Hawaii Department of Health to establish a behavior support review committee to conduct multidisciplinary reviews of restraints or seclusion used on persons with developmental or intellectual disabilities.

Requires providers of residential supports and state and county agencies to disclose circumstances of restraints or seclusion to the department upon written request by the director.

Keeps all information and records from multidisciplinary reviews confidential, with only non-identifying statistical data released as public record.

Prohibits individuals participating in behavior support reviews from being questioned in civil or criminal proceedings about information presented or opinions formed during committee meetings.

Grants immunity from civil and criminal liability to all agencies and individuals participating in the behavior support review process, with a rebuttable presumption of good faith.
