Requires developers to convene at least two pre-application community meetings in the development district plus a presentation to the neighborhood board before submitting applications to the Hawaii Community Development Authority (HCDA).

Mandates HCDA to schedule a public information meeting upon issuing a certificate of completeness, where the developer presents proposed project plans, justifies any variances, and addresses public comments and questions.

Changes the intervention motion deadline from twenty days after public notice publication to twenty business days after the public information meeting, with contested case hearings to commence no earlier than twenty business days after the intervention motion decision.

Requires developers to abide by all representations and commitments made during the permit application process.

Expands HCDA's approval criteria to require findings that proposed projects advance district goals, provide housing for all income groups, enhance urban design and transit-oriented development, preserve cultural/historic resources, create employment opportunities, improve educational quality, and provide health and wellness services.
