Authorizes the Department of Human Services to contract with non-governmental victim service providers to operate and manage sex trafficking special treatment facilities for minor victims, exempt from standard procurement requirements.

Requires facilities to obtain a current valid license from the Department of Health and provide housing, rehabilitation, education, vocational, medical, mental health, and substance abuse treatment services to eligible minors.

Exempts victim service providers from state general excise tax (Chapter 237) and allows county mayors to exempt such facilities from real property taxes, water and sewer fees, and other county taxes and charges.

Exempts victim service providers operating these facilities from requirements under Chapter 346 Part VIII and Chapters 467B and 521 of Hawaii Revised Statutes.

Appropriates unspecified general revenue funds for fiscal years 2015-2016 and 2016-2017 to the Department of Human Services to implement the program, with providers required to submit annual financial reports.
