Changes Hawaii family court law from permitting ("may") to requiring ("shall") termination of parental rights when a natural parent is convicted of rape or sexual assault and the child was conceived as a result of that crime.

Terminates all parental rights of the convicted parent, but does not eliminate their child support obligation.

Includes exception allowing reinstatement of parental rights if the victim and convicted parent later cohabitate and establish a mutual custodial environment for the child.

Requires a verified petition filed by a responsible adult on behalf of the child and a court hearing before termination is ordered.

Applies to convictions in any state and takes effect upon approval, with no retroactive effect on proceedings begun before enactment.
