Allows long-term lessees of non-agricultural park lands with leases of at least 35 years and lot sizes of at least 5 acres to build one or more employee dwellings upon demonstration of need and board approval.

Requires employee dwellings to serve as principal residences for employees of the lessee, with non-owner-occupied units rented at affordable rates for agricultural workers.

Directs the department of agriculture to examine implementation of rental housing on non-agricultural park lands and submit findings and recommendations to the legislature by 20 days prior to the 2018 regular session.

Appropriates an unspecified amount from general revenues for fiscal years 2015-2016 and 2016-2017 to enforce compliance and ensure rental housing tenants are actively farming.

Sunsets the employee dwelling provisions on June 29, 2018, making this a temporary authorization pending legislative review of the program's effectiveness.
