Authorizes the issuance of $25,200,000 in general obligation bonds for planning, design, and construction of a mixed-use residential project at 902 Alder Street, Honolulu, Oahu.

Project includes a juvenile services center integrated with affordable rental housing for approximately 180 units for lower-income working families.

Appropriates $25,200,000 for fiscal year 2015-2016 to be expended by the Hawaii Housing Finance and Development Corporation.

Funds are designated for the juvenile court facility portion of a joint development agreement between the judiciary and Hawaii Housing Finance and Development Corporation.

Appropriation shall not lapse at end of fiscal biennium; however, any unencumbered funds as of June 30, 2018, shall lapse on that date.
