Appropriates unspecified general revenue funds for fiscal years 2015-2016 and 2016-2017 to support anti-bullying and suicide prevention efforts in Hawaii's public schools.

The Department of Education shall expend the appropriated funds for anti-bullying and suicide prevention purposes.

Addresses findings that youth suicide is the third leading cause of death for ages 15-24 nationally, with Hawaii's rate among 15-19 year-olds significantly higher than the national average.

Notes that Hawaii high school students ranked seventh highest in the nation for self-reported suicide consideration, suicide planning, and suicide attempts according to the 2013 Youth Risk Behavior Survey.

Takes effect on July 1, 2015.
