Establishes the R.E.A.C.H. (Resources for Enrichment, Athletics, Culture, and Health) program within the Office of Youth Services to provide funding for afterschool programs in public middle schools

Authorizes the Office of Youth Services to enter into contracts with schools, individuals, organizations, or other entities to establish, support, or enhance afterschool programs

Requires the Office to establish criteria and selection processes for funding, monitor programs, conduct site evaluations, and report annually to the legislature on implementation and fund usage

Creates a R.E.A.C.H. program special fund consisting of legislative appropriations, collected fees, interest earnings, and other sources to supplement administration and operation costs

Allows the Office to assess participation fees or other charges to students, with revenues deposited into the special fund to support program sustainability and expansion
