Establishes limited immunity from arrest, prosecution, and conviction for individuals who seek medical assistance during drug or alcohol overdose emergencies in good faith.

Protects people from criminal charges related to possession of controlled substances, drug paraphernalia, liquor violations, restraining order violations, and probation/parole violations when evidence is obtained through seeking medical assistance.

Defines "drug or alcohol overdose" as conditions including extreme illness, decreased consciousness, respiratory depression, coma, or death resulting from substance consumption, or conditions a layperson would reasonably believe require medical assistance.

Requires courts to consider the act of seeking medical assistance as a mitigating factor in controlled substance or alcohol-related prosecutions where immunity does not apply.

Takes effect upon approval and does not affect rights, penalties, or proceedings that existed before the law's enactment.
