Establishes an interagency working group to create a comprehensive plan transferring all personnel and functions of the Department of Accounting and General Services related to neighbor island public schools to the Department of Education by the 2017-2018 fiscal biennium.

Working group membership includes the Senate Education Committee chairperson, House Education Committee chairperson, Superintendent of Education, Comptroller, and other persons deemed necessary by the superintendent and comptroller.

Plan must address statewide capital improvements for Section 504 Rehabilitation Act compliance, repair and maintenance of public school facilities on Hawaii, Maui, Molokai, Lanai, and Kauai, and staffing and capacity issues.

Working group must report findings and recommendations to the legislature no later than twenty days before the 2016 and 2017 regular sessions, with an implementation plan included in the 2016 report.

Requires completion of the actual transfer of all personnel and functions from the Department of Accounting and General Services to the Department of Education by July 1, 2017, and appropriates funds for fiscal years 2015-2016 and 2016-2017.
