Amends Section 487N-5 of Hawaii Revised Statutes to require the Information Privacy and Security Council to develop best practices for the use, storage, and security of personal information held by businesses and government agencies.

Council must collaborate with the Department of Commerce and Consumer Affairs to establish best practices that include procedures for protecting personal information from unauthorized use or dissemination.

Council shall submit a report to the legislature no later than twenty days prior to the 2016 regular session convening, including the best practices and any proposed legislation.

Renumbers subsection (e) to (f) to accommodate the new subsection (e) regarding best practices development.

Takes effect upon approval.
