Requests the President of the Senate and Speaker of the House to reestablish a working group to examine social determinants of health and risk adjustment for Medicaid, gap-group, and uninsured individuals in Hawaii.

Working group membership includes 14 categories of representatives from state agencies, health insurance plans, healthcare providers, community health centers, consumers from each population category, and legislative committee chairs.

Working group must examine enabling services, care coordination efforts, health plan incentive structures, behavioral health management, risk adjustment systems, value-added services, and gap-group/Medicaid benefit packages.

Requires preliminary report by 20 days before the 2016 regular legislative session and final report by 20 days before the 2017 regular legislative session.

Working group ceases to exist on June 30, 2017, and is subject to Hawaii Revised Statutes Chapter 92 regarding public meetings.
