• Requests the Department of Human Services and Department of Health to exclude Title II Social Security Act benefits (or increases thereto) from income calculations when determining Medicaid eligibility if such benefits would make an individual ineligible for state supplement to SSI and Medicaid.

• Addresses the hardship faced by individuals with disabilities receiving Social Security disability income based on blindness or disability that began before age 22, which currently causes them to exceed Medicaid income thresholds and be forced to spend down to a $469 per month "medically needy" standard.

• Urges the Department of Human Services and Department of Health to adopt rules allowing Medicaid adult day health services providers to bill in 15-minute increments instead of only full-day (6 hours) or half-day (3 hours) increments.

• Seeks to eliminate the financial burden on developmental disability domiciliary homes and other community care providers that must absorb costs when residents' income from disability benefits exceeds Medicaid thresholds.
