Establishes a task force to identify urban shoreline parcels in Kaka'ako makai that align with the "lei of green" policy and the 2011 master plan adopted by the Hawaii Community Development Authority.

Designates the Chairperson of the Senate Committee on Human Services and Housing and Chairperson of the House Committee on Housing as Co-Chairpersons of the task force.

Task force membership includes community stakeholders, Hawaii Community Development Authority members, Office of Hawaiian Affairs representatives, and other parties deemed appropriate by Co-Chairpersons.

Requires the task force to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2016 Regular Session.

Dissolves the task force on June 30, 2016.
