Requests the Legislative Reference Bureau to study issues relating to self-governance and dispute resolution under Hawaii's current condominium law (Chapter 514B, HRS).

Directs the LRB to examine governance models used by Florida and California, review past efforts to address condominium law problems, and identify effective and ineffective provisions in Hawaii's current law, particularly for senior living and urban condominiums.

Requires the LRB to examine the adequacy of information dissemination to condominium unit owners regarding management and operations.

Directs the LRB to recommend amendments to Hawaii's condominium law to address identified ineffective provisions and submit findings and recommendations to the Legislature no later than twenty days before the 2016 Regular Session.

Requests the Real Estate Commission to provide cooperation and assistance to the LRB in completing the study.
