Requests the State Auditor conduct a comprehensive audit of Hawaii's energy performance contracting program under HRS section 36-41

Audit must examine whether energy performance contracts achieve actual energy consumption savings and cost savings to the State

Audit must evaluate whether contractually guaranteed performance metrics are reasonably achievable, the appropriateness of long-term repayment obligations, and impacts on the State's bond rating

Audit must determine whether renewable energy tax credits claimed by contractors have affected the state general fund and whether independent third parties should verify performance calculations instead of contractors or benefiting agencies

Auditor must submit findings and recommendations to the Legislature no later than twenty days before the 2016 Regular Session convening
