Requests the Department of Budget and Finance to propose legislation setting position count ceilings for both permanent and temporary positions in the General Appropriations Act or Supplemental Appropriations Act.

Requests prohibition on the establishment and funding of positions not authorized in appropriations acts, except in cases where positions cannot await the legislative budget cycle.

Requests an estimate of costs to upgrade the Department of Budget and Finance's information technology system to establish, collect, maintain, and update position count ceiling data.

Requires the Department of Budget and Finance to submit a report with proposed legislation, timetable, and estimated costs no later than twenty days before the 2016 Regular Session convenes.

Notes that current appropriations acts only set ceilings for permanent positions, leaving temporary positions and statutorily-exempt "unauthorized positions" outside legislative budgetary control.
