Requests the State Auditor to monitor Honolulu Authority for Rapid Transportation (HART) Board meetings and review management/financial audits, project oversight reports, and budget/contract documents related to the rail transit project.

Requires the Auditor to submit monthly reports to the Legislature identifying actual or potential problems that may increase project costs, delay completion, jeopardize federal funding, or contradict prior statements by HART officials or the Mayor.

Addresses concerns about the rail project's $869 million funding shortfall projected when the county surcharge expires on December 31, 2022, and HART's history of budget overruns.

Requests cooperation from the HART Board of Directors, Executive Director and Chief Executive Officer, and the Mayor of Honolulu with the Auditor's monitoring activities.
