Urges the Governor to consolidate the Oahu Community Correctional Center (built in 1916) within the Halawa Correctional Facility to address overcrowding and outdated security infrastructure at the current facility.

Calls for facilitation of redevelopment of the current Kalihi site occupied by the Oahu Community Correctional Center to benefit the Kalihi community and generate economic activity and tax revenues for the State and City and County of Honolulu.

Directs the Governor to consider using a public-private partnership with a company capable of building a new prison system if feasible or necessary to support the consolidation effort.

Identifies that the current Kalihi location is unsuitable due to proximity to parks, schools, homes, and businesses, and conflicts with the planned Honolulu rail transit project route.

Requires certified copies of the resolution be transmitted to the Governor, Director of Public Safety, Chairperson of the Kalihi-Palama Neighborhood Board, and Chairperson of the Aiea Neighborhood Board.
