Requests that all budget submissions for state assets (land, buildings, infrastructure, vehicles, and amenities) include an appropriation amount for maintenance, repair, renovation, reconstruction, and replacement costs.

Requires budget submissions to include a proposed schedule for repair and maintenance of state assets.

Requires budget submissions to include a plan for determining when replacement, reconstruction, or redevelopment is more cost-effective than continued repair and maintenance.

Directs that certified copies be transmitted to the Governor, Comptroller, and Director of Finance.
