Request the Hawaii Interagency Council on Homelessness to convene a working group to identify data points and design a system for collecting, consolidating, and sharing homeless youth data across state departments.

Working group must include representatives from state agencies (Governor's Coordinator on Homelessness, Chief Information Officer, Superintendent of Education), county homeless coordinators, federal agencies (HUD, US Interagency Council on Homelessness), and community organizations serving homeless youth.

Include one currently homeless youth and one formerly homeless youth selected by the Governor's Coordinator on Homelessness as working group members.

Submit findings, recommendations, and proposed legislation to the Governor and Legislature twenty days before the start of the 2016 Regular Session.

Address gaps in current data collection where Department of Education, DOE McKinney-Vento office, HUD, and Attorney General maintain separate youth homeless data with limited sharing across departments.
