Convenes a working group to develop collaborative information and decision-making policies for community engagement related to community development districts under chapter 206E, Hawaii Revised Statutes.

Co-chairs the working group with the Chairperson of the Senate Committee on Human Services and Housing and the Chairperson of the Senate Committee on Water and Land.

Requires the working group to include community stakeholders (landowners, developers, small business owners, residents), up to four Hawaii Community Development Authority members, and other participants as deemed appropriate by Co-Chairpersons.

Directs the working group to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2016 Regular Session.

Dissolves the working group on June 30, 2016.
