Designates February 12, 2016, as "Science Day" in Hawaii in recognition of science's role in advancing human knowledge and reason.

Acknowledges that scientific discoveries have led to revolutionary improvements in health, nutrition, communication, life expectancy, disease prevention, and living conditions.

References the 1999 World Conference on Science in Budapest, Hungary, which produced the "Declaration on Science and the Use of Scientific Knowledge" and the "Science Agenda – Framework for Action" to foster partnerships in science.

Notes that Hawaii is known as the "endangered species capital of the world" and that science has helped bring many of the state's endangered and threatened species back from the edge of extinction.

Aims to promote education and dissemination of information about the ethics of science and technology to educational institutions, policymakers, media, the public, and young scientists.
