Department of Public Safety requested to chair and convene a working group to consider and make recommendations regarding the powers and duties of process servers.

Working group objectives include defining process server duties and responsibilities, creating a registration process, examining licensing requirements, developing draft rules and regulations, and addressing other relevant issues.

Department of Public Safety to invite representatives from private process servers, Sheriff Division, the Judiciary, Hawaii State Bar Association, and the Professional and Vocational Licensing Division of the Department of Commerce and Consumer Affairs to participate.

Working group members serve without compensation and must report findings and recommendations to the Legislature no later than twenty days before the convening of the 2016 Regular Session.

Resolution cites constituent complaints about inappropriate and abusive conduct by process servers and references a 1991 Auditor's Report recommending against state regulation despite persistent delays and inefficiencies in service of process.
