Board of Land and Natural Resources requested to establish small boat harbor advisory groups to advise the Division of Boating and Ocean Recreation on state harbor administration matters.

Advisory groups to be organized on a regional basis with eight regions: West Hawaii, East Hawaii, Maui, Kauai, North and West Oahu shores, South Oahu shore, Molokai, and Lanai.

Each advisory group composed of seven members including both commercial and recreational users, with at least four members from small boat harbors within the region.

Advisory groups to advise on administrative rules adoption, comprehensive recreational boating programs, and permit and fee development for moorage in their geographical regions.

Advisory groups may request written responses from the Division on specific issues; if responses are inadequate, groups may appeal to the Board of Land and Natural Resources.
