Urges all state agencies to retrofit street lights and outdoor lighting fixtures with energy-efficient Light-Emitting Diode (LED) bulbs where appropriate.

Exempts locations where LED installation is not permissible, including state buildings where lighting fixture retrofitting is not the state's responsibility, areas near observatories on Hawaii island where current bulbs minimize astronomy interference, and locations with more stringent county lighting requirements.

Notes that LED bulbs consume less electricity, produce whiter light, and last longer than current low-pressure sodium bulbs used in many streetlights.

References the H-1 Freeway Rehabilitation Project as an example of successful LED conversion that increased illumination while saving electricity and maintenance costs.

Requires certified copies to be transmitted to the Governor, Comptroller, Director of Transportation, and President of the University of Hawaii System.
