Requests the Department of Budget and Finance to establish a policy imposing fringe benefit assessments on personnel salaries and wages paid from the general fund, similar to the current 52% assessment on non-general fund positions.

Directs the department to require each department to pay fringe benefit assessments for unauthorized positions out of their general fund appropriations in base budgets.

Requests the policy become operational beginning with the executive budget for fiscal biennium 2017-2019.

Provides an alternative requirement that if the department deems an assessment too difficult or costly, it must require departments to submit information on fringe benefit costs resulting from new general funded position requests to the Legislature.

Requires the Department of Budget and Finance to submit a progress report on policy establishment to the Legislature no later than 20 days before the 2016 Regular Session convenes.
