Requests the Department of Labor and Industrial Relations to convene a working group to streamline Hawaii's workers' compensation process under chapter 386, Hawaii Revised Statutes.

Directs the working group to consider converting to a computerized system to streamline the filing process for workers' compensation claims.

Requires the working group to include representatives from insurers, attorneys, mutual benefit societies, health maintenance organizations, health care providers, and other appropriate persons appointed by the Chair.

Mandates the working group submit findings and recommendations, including proposed legislation, to the Legislature no later than twenty days before the 2016 Regular Session convenes.

Addresses ongoing delays in claim processing, including scheduling independent medical examinations that can exceed one year and settlement payments taking over six months to process.
